Ban of Equinox TV is Persecutory

February 24, 2008

HE Jean Pierre Biyiti Bi Essam
Minister of Communication
Yaounde, Cameroon

Your Excellency,

RE: CLOSURE OF THE EQUINOX TELEVISION NETWORK

We write to you in view of your decision number 005/MINCOM/CAB of February 21, 2008 to close down Equinox TV for “illegal” operations. We are afraid that your decision at this point in time, when discussions on the amendment of our constitution are heated on the airwaves and with Equinox TV opening its microphones to all voices, leaves one with the impression that your government is persecuting Equinox TV.

We are sure Your Excellency is aware that Equinox TV has been operating for well over 22 months, and that there are many other TV and Radio stations that operate across the country without regular documents. This other Radio and TV stations continue to operate adding credence to the view that Equinox is specially targeted for reasons other than its not having the proper license.

Your Excellency’s decision, we are afraid, affects one of the most fundamental of all human rights – Freedom of Expression – and on which all other human rights depend. We fear that when this freedom is taken away, no other freedom can exist, “or at least it would be soon suppressed”. Your Excellency is aware that Freedom of Expression is guaranteed in the Cameroon Constitution, the African Charter on Human and Peoples’ Rights and other international laws duly ratified by Cameroon.

We pray Your Excellency, therefore, to reconsider the decision to close down Equinox TV, and at least, for the moment, attempt other ways of getting Equinox, and all other “illegally” operating TV and Radio Stations regularly registered. This, Your Excellency, is the only assurance that the Cameroon government is interested in promoting free expressions, and that Equinox is served justice.

Debates on very important issues as the constitution of the country are far better when they are held in the open in the media than in small cohorts as many persons miss the opportunity of getting their opinion informed.

We are grateful to His Excellency for considering our opinion and interest in this very important matter, and assure you of our fervent respect for your authority

Sincerely yours in Humanity

SAMBA, CHIFU CHURCHILL
